I have the same problem, as we all know (after googling) XP sp1 and wi-fi do not go together, I will try this out sometime and see it helps.
In case you are distributing the application, you should get a port number registered with the IANA (Internet Assigned Numbers Authority). You can see a list of already assigned port numbers at Internet Assigned Numbers Authority
This the second time when I have to run into this problem again, the oracle installer for 8.1.6 will not install anything on XP Pro.
I found the hack for this earlier but had to search for it again. The hack to run oracle 8i [8.1.6] installer on XP pro is very simple, Three steps:
Step 1) Copy the installer on your drive
Step 2) Search for the file SYMCJIT.DLL and
Step 3) Rename the file name SYMCJIT.DLL >> SYMCJIT.OLD
That’s it.
Now run the installer again and you are golden. :-)
